(from the rules:) White Ensign/Rising Sun (WERS) covers the Japanese raid on Ceylon under Vice-Admiral Nagumo into the Indean Ocean in April 1942. This raid sank and destroyed shipping in the Bay (including the British carrier Hermes) and destroyed targets in and around Ceylon. It is based on Norway 1940: The Kriegsmarine Strikes.
